On July 31, 2004 operations at the Monroe County Landfill were suspended and waste is no longer being accepted. The facility, located at 7740 N. Fish Road, originally opened in 1971 and was owned by Monroe County and operated by a private corporation. Ownership of the facility was transferred to the Monroe County Solid Waste Management District after its formation in 1991.

The facility consists of a 50 acre municipal solid waste landfill (MSW) and a 7 acre construction and demolition debris (C/D) landfill. The facility is permitted by the Indiana Department of Environmental Management (IDEM). The original MSW landfill footprint of approximately 37 acres operated under permit number SW-46, and was closed in 1998. The expansion of the original MSW landfill was approved by IDEM in 1995 and operates under permit number 53-03. The C/D landfill operates under permit number 53-05 which was approved by IDEM in 1994.

Beginning in August of 2004 we began preparing the landfill for final closure to begin in 2005. This consisted of applying intermediate cover soil to all exposed areas, seeding these areas and applying erosion control measures.

Final closure of the facility will commence in late summer or early fall of 2005. The total area to be closed is 12.1 acres in the MSW landfill and 6.8 acres in the C/D landfill. The following is the proposed timeline for closure of the facility submitted in September 2004 and approved by IDEM in December 2004:

  • Phase I       2005      C/D Landfill              6.8 acres - C/D closure complete
  • Phase II      2006      MSW Landfill            3.1 acres
                     2007      No Work Scheduled
  • Phase III     2008      MSW Landfill            4.1 acres
                     2009      No Work Scheduled
  • Phase IV     2010      MSW Landfill            4.9 acres - MSW closure complete

Update:

December 2005 - the work on the final closure of the C/D Landfill and Borrow Area Reclamation is complete. Once the vegetation on the C/D Landfill is established we will request certification of closure from IDEM, this will hopefully occur sometime next summer, but could possibly take until the summer of 2007. Next summer we also plan on completing the second phase of closure for the facility, which will complete closure work on approximately 3.1 acres of the MSW Landfill.

October 2005 - Work has begun on the final closure of the C/D landfill and reclamation of the borrow area (used as a source for the soil and clay used for cover material). The C/D landfill closure work is being performed by Rust Construction from Seymour, Indiana. The borrow area reclamation work is being performed by Anderson Excavating and Lawn Care of Bloomington, Indiana.
